When you secure a PDF file, you can (or not) define a password.

 

Whether not defining a password, all users could open the file - but RESTRICTIONS will be effective, like PRINT, ALTER or even set an Expiration Date.

 

By setting a password, in addition to the above, the user must know the given password to gain access to the file.
